BEIJING — China has apparently finished expanding its manmade island outposts in the South China Sea and has moved on to building military infractures on some of the larger islands, according to the Pentagon's annual assessment of military and security development of China. The report states that China is currently focused on outfitting its three largest outposts — Fiery Cross, Subi and Mischief Reefs in the Spratly Islands — with military infrastructures, including airfields with runways measuring at least 8,800 feet, water and fuel storage, port facilities, 24 fighter-sized hangars, communications facilities and barracks and administration buildings. Once the facilities are complete, China can house up to three regiments of fighter jets in the Spratly Islands. According to Asia Maritime Transparency Initiative, the three air bases and another on Woody Island in the Paracels will give Chinese fighter jets the ability to operate over almost the entire South China Sea, as well as the radar surveillance coverage of almost the entire region from its facilities on the large and smaller outposts. Parts of the South China Sea is claimed by China, Brunei, Taiwan, Malaysia, Indonesia, the Philippines and Vietnam. Chinese Premier Li Keqiang has stressed that China will adhere to the peaceful resolution of the disputes in the South China Sea through negotiations with countries directly concerned. “Well, even from my limited engagement in treaty drafting, I don’t see how it can figure actually, considering that the code of conduct is going to be applicable to all claimant countries and to all countries in Southeast Asia, including China,” Roque said Thursday. “I anticipate that the general framework by which the code of conduct will be adopted, will be recognizing freedom of navigation and overflight which again was recognized as indispensable and necessary by all the countries of ASEAN and their partners in this latest Summit,” he added. Roque also said the COC which will be drafted by China and the Association of Southeast Asian Nations ASEAN will also not affect the arbitral ruling. Roque said the arbitral awards are only binding to the parties involved so it “does not promote a multilateral solution to the South China Sea,” he added. According to Roque, the award is selfexecutory so the Philippines does not have to do anything else to implement the decision. The US Army and Air Force just tested out a telling new capability by landing a C-17, pulling out a high mobility artillery rocket system (HIMARS), firing at a target, and flying away all within 20 minutes. The tactic essentially turns the US's tried and tested HIMARS into a scoot and shoot weapons system with wings, and it's the perfect solution for the problems posed by the South China Sea. "This is a critical step in validating our role in the Asia-Pacific response force," 2nd Lt. Joe McNeil, a platoon leader involved in the exercise said in a statement. "It validates our ability to integrate into different units from the Army, Air Force and Marines, and to support any kind of mission with fires." To China's potent missile forces, large US bases in the Pacific look like appetizing targets, so the US has been coming up with ways to fight smarter from smaller, spread out, and even improvised locations. The C-17 lends itself perfectly to this application, as it can land on dirt runways under difficult conditions. "If it wasn't for the safety verifications, we would have shot the first fire mission within two minutes of leaving the aircraft," said 1st Lt. Robert Sincero, the A Battery executive officer in the statement. Over at the Navy, military planners and private consultants are working on a concept called "distributed lethality," to give even the smallest US Navy ships potent missiles. Again this idea disperses the targets for the enemy, while adding bite to the Navy's fleet. Another aircraft that fits the bill for the South China Sea's vast, undeveloped battle space is the Marine Corps' F-35B, which can land vertically, take off over a short distance, and reload with the engines running to reduce turnaround time. These qualities enable the F-35B to use improvised bases and strike the enemy from unpredictable locations. By fall, the F-35Bs will see their first-ever carrier deployment in the Pacific.
